Abstract
Gospodarstvo neke države uvelike ovisi o načinu na koji je uređen sustav prometa te države. Posljednjih 10-ak godina, pomorski promet uvelike je porastao. Unatoč činjenici da će cestovni promet uvelike ostati dominantan kanal prijevoza, polažu se velike nade u ravnotežu među svim oblicima prometa. U ovome radu pažnja je posvećena pomorskom prometu, a glavni element takve vrste prometa su luke. Uloga i položaj luka u gospodarskom i prometnom sustavu određene pomorske države su specifični iz dva razloga. Luka je javna institucija, budući da služi javnom prijevozu putnika i robe, ali s druge strane, luka je zatvoreni gospodarski objekt, budući da se razvija iz vlastitih sredstava i posluje na osnovnim ekonomskim načelima. Način upravljanja lukom ovisi o prometnoj i lučkoj politici, koja ima značajnu funkciju u regulaciji konkurentskih odnosa među lukama. Politika, odnosno način djelovanja u određenim uvjetima, određuje i podređena je zakonskim regulativama, koje uvelike određuju način upravljanja pojedinom lukom – funkcija lučke politike u određivanju modela upravljanja lukom je stoga neminovna.

Economy of some state largely depends on how transport system in that country is arranged. Over the past 10 years, maritime transport has greatly increased. Despite the fact that road transport will largely remain dominant channel of transportation, high hopes are deposited in the balance between all forms of transport. In this paper attention is paid to maritime transport and the main element of this kind of transport (traffic) is port. Role and position of ports in economic and transport system of certain maritime countries are specific for two reasons. The port is a public institution, since it serves public transport of passengers and good, but on the other hand, the port is closed facility, since it develops from its own resources and operates on basic economic principles. The way of port management depends on transport and port policy, which has an important role in regulation of competition among ports. Policy, i.e. mode of operation under certain conditions, determines and is subordinated to the legal regulations, which largely determine way of some port management – function of port policy in determining the model of port management is therefore inevitable.
