Abstract
Doktorska disertacija "Model nadzora automatskog sustava za pročišćavanje brodske balastne vode upotrebom protočnog citometra i satelitskih komunikacijskih tehnologija" nastala je kao rezultat istraživanja mogućnosti primjene novih razvijenih tehnologija automatskog optičkog uzorkovanja u svrhu potvrđivanja kvalitete učinkovitosti sustava za pročišćavanje brodske balastne vode i daljinskim praćenjem upotrebom satelitskih komunikacijskih tehnologija i, na kraju, verificiranjem toga procesa od strane nadležnih službi u luci dolaska. Konvencijom iz 2004. nije se postiglo cjelovito rješenje problema kontaminacije balastnim vodama. Ostale su još neke mogućnosti kontaminacije koje bi se mogle onemogućiti primjenom modela koji se analizira u ovoj doktorskoj disertaciji. Dokazivanjem tih karakteristika modela znanstvenim metodama i rezultatima višekriterijske analize postiže se cilj da brod uđe u luku ukrcaja s potvrđeno čistom brodskom balastnom vodom. Time se izbjegava mogućnost kašnjenja broda zbog zastoja u redovnim operacijama u luci uzrokovanim mogućim zahtjevom inspektorata za provjerom potencijalne kontaminiranosti brodske balastne vode. Analiza svih podsustava modela pokazala je da je mogućnost takva modela izvediva, kao i da se može i unaprijediti u budućnosti razvojem tehnologije koja se u njemu upotrebljava, ali i razvojem robotike kojom se može postići obuhvatnije uzorkovanje tretirane brodske balastne vode.

This doctoral dissertation is a result of the research on possible use of newest technologies to remotely confirm cleanliness of the ballast water on the ships. Remote monitoring and flow cytometry were lately significantly developed. Ballast water treatment systems (BWTS) are in use on lot of ships today and new systems are still in research projects worldwide as well. So fast development requires control and monitoring of installed systems. International Maritime Organization (IMO) regulations and Ballast Water Convention 2004 permit inspection of treated ballast water (BW) if needed. That could initiate lot of legal, beside to operational, problems in maritime industry. That implicates the need of a monitoring treated BW before the ship enters a port. It has been described in this article how to monitor treated ballast water to make sure the BW and BWTS on a ship is in proper condition, but before the port entrance. The monitoring system and its parts flow cytometer and satellite communication system together with remote operation system from the land office have been explained. Automatic monitoring of treated BW on board by using newest sensor technologies and satellite communications are included in the model of three sub-systems and remote operation from the land office, but to be autonomous from the ship's crew. Future monitoring technology development could include robots that have been explained in this dissertation. Main goal of the research is that a ship enters the port with the BW cleanliness confirmation. In this way there is no need to sample the BW and no time is lost for analysing the samples.
