Abstract
U ovom radu detaljno je opisan i objašnjen koncept javno-privatnog partnerstva, njegove vrste i oblici te čimbenici koji utječu na razvoj javno-privatnog partnerstva. Najčešći primjeri takve vrste partnerstva su financiranje javnih potreba koji su često infrastrukturni, ali mogu biti i u obliku pružanja neke usluge. Javno-privatno partnerstvo zasniva se na temelju raznoraznih ugovora koji poštuju odredbe Zakona o javno-privatnom vlasništvu te drugih zakona i odredbi. Ulaskom u Europsku uniju Republika Hrvatska dobila je mogućnost financiranja javnih potreba putem europskih fondova kako bi se potaklo javno-privatno partnerstvo i na taj način smanjio javni dug Republike Hrvatske putem financiranja iz privatnog sektora i subvencija iz EU fondova. Rad je podijeljen na dva dijela, u prvom dijelu objašnjeni su osnovni pojmovi vezani uz javno-privatno partnerstvo u Republici Hrvatskoj, a u drugom dijelu rada više se posvećuje pažnja javno-privatnom partnerstvu u sustavu morskih luka u Republici Hrvatskoj.

In this paper describes and explains the concept of public-private partnership, its types and forms as well as factors affecting the development of public-private partnerships. The most common examples of these types of partnerships are funding public needs that are often infrastructure, but may be in the form of providing some services. Public-private partnership is based on the basis of various agreements which respect the provisions of the Public-Private property and other laws and regulations. By joining the European Union, Croatia has gained the possibility of financing public needs through European funds in order to encourage public-private partnerships and thus reduce the public debt of the Croatian through funding from the private sector and subsidies from EU funds. The study is divided into two parts, the first part explains the basic concepts related to the public-private partnership in the Republic of Croatia, and in the second part more attention is paid to public-private partnership in the system of sea ports in Croatia.
