Abstract
Proces globalizacije tržišta stvorio je vrlo jaku konkurentnost među morskim lukama. Glavni aspekt koji omogućuje razvoj luka i vodeću poziciju je kvaliteta. Tijekom godina morske luke su se razvijale i provodile stalne reforme kako bi osigurale veću kvalitetu usluge uz što manje troškove i time osigurale dugoročnu održivost. Kako bi to postigle luke su morale uvesti upravljanje kvalitetom. Luke su kroz svoj razvoj prošle nekoliko generacija i svaka generacija je imala određenu fazu upravljanja kvalitetom. Karakteristika posljednje generacije luka je integriranost luke u opskrbni lanac. Najrašireniji okvir upravljanja kvalitetom u morskim lukama se temelji na odredbama ISO norme 9000. Iako je upravljanje prema ISO 9000 najzastupljenije, pokazalo se kako ta norma ne ispunjava sve potencijale koje pojedina luka posjeduje. Kako bi luka uspješno upravljala svim unutarnjim procesima, kao i funkcioniranje unutar opskrbnog lanca predlaže se odabir potpunog upravljanja kvalitetom s temeljima na ISO normi uz korištenje praksi za upravljanje kvalitetom.

The process of market globalization has created a very strong competition among seaports. The main aspect that enables the development of ports and leadership position is quality. Over the years, sea ports have evolved and they implemented permanent reforms to ensure better quality of service with minimum cost, thus ensuring long term sustainability. In order to reach that goal, ports had to introduce quality management. Ports have passed several generations through their development, and each generation has had certain quality management. Characteristic of latest sea port generation is integration of that port in the supply chain. The most widely used quality management framework in seaports is based on the regulations of ISO 9000. Although management according to ISO 9000 is the most common, it was shown that this standard does not meet all the potential that the individual ports own. For port to successfully manage all internal processes, as well as function within the supply chain, it is advised to select total quality management with firm foundation in ISO standards using practices for quality management.
