Abstract
Pomorsko dobro kao opće dobro dostupno je i dozvoljeno svima na korištenje. U lukama posebne namjene, kao dijelom pomorskog dobra, moguće je gospodarsko korištenje istih, davanjem luka u koncesiju. Drugim riječima, lukama posebne namjene, za razliku od luka otvorenih za javni promet kojima upravlja lučka uprava, upravlja koncesionar.
Abstract (english)
Maritime domain as a common good is available and allowed everyone to use. In the ports of special purpose, as part of maritime domain, is possible an economic use of the same by giving the port concession. In other words, the ports of special purpose, unlike to ports open to public traffic, managed by the Port Authority, is managed by concessionire.
