Abstract
Multimodalnost simbolizira upotreba dvaju ili više različitih transportnih sredstava kako bi se izvršila jedna teretno-transportna operacija. Multimodalni transport smatra se prihvatljivijom opcijom za okoliš u usporedbi s transportom baziranim isključivo na cestovnom prijevozu. Upravo zato povećanje upotrebe multimodalnosti jedna je od glavnih transportnih politika Europske unije već godinama. Kao dio te politike EU zakonodavac 2003. godine formira prvi Marco Polo program (Marco Polo I, od 2003. do 2006.) kojega kasnije prati Marco Polo II program (2007.- 2013.). Cilj programa je zaustaviti rast teretnog međunarodnog cestovnog prijevoza, prebacivanjem očekivanog ukupnog porasta na željeznicu, unutarnje plovne putove i priobalnu plovidbu ili kombinacijom navedenih oblika prijevoza. Kako bi se postiglo prebacivanje s ceste na druge oblike prijevoza, nekoliko različitih aktivnosti predviđeno je unutar samog programa prema kojima su dalje rađeni projektni prijedlozi od strane vodećih partnera i koordinatora projekata.
Abstract (english)
Multimodality is about using two or more different transport modes to complete a single freight transport operation. Multimodal transport has generally been considered to be environmentally more sustainable as it reduces ‘road-only’ transport operations. Increasing the use of multimodality has therefore been one of the EU’s main transport policy objectives for many years. As part of this policy, in 2003 the EU legislator established a first Marco Polo programme (Marco Polo I, that ran between 2003. and 2006.) which was followed by the current Marco Polo II programme (2007– 2013). The objective was to counter the rise in international road freight transport by shifting the expected aggregate increase to railways, inland waterways and short sea shipping, or a combination of those transport modes. In order to achieve the modal shift objective, different types of actions are foreseen, under which the further project proposals were made - all by the leading partner and the project coordinators.
