Abstract
Središta gradova nisu građna za odvijanje suvremenog prometa što dovodi do mnogo problema kao što je prometno zagušenje. Prometno zagušenje je stanje koje karakteriziraju smanjena brzina protoka, duže vrijeme putovanja i povećane kolone. Jedna od mjera kojima se uspješno može utjecati na smanjenje zagušenja, a samim time i na njegove negativne posljedice kao što su povećani eksterni troškovi je naplata zagušenja. Naplata zagušenja je naziv za modele naknada koje vozači plaćaju za ulazak u središte grada. Naplata je uspješno provedena u gradovima kao što su London, Stockholm i Singapur. Glavni izazov pri uvođenju naplate je otpor javnosti. U Hrvatskoj naplata još nije provedena iako je 2011. godine objavljena Studija naplate zagušenja za grad Zagreb.
Abstract (english)
City centers are not built for running modern traffic, which leads to many problems such as traffic congestion. Traffic congestion is a condition characterized by reduced flow rate, longer travel times and increased column. One of the measures that can successfully impact on reducing congestion, and therefore its negative consequences such as increased external costs is congestion charging. Congestion charging is the name for the models of fees that drivers pay to enter the city center. The charging has been successful in cities such as London, Stockholm and Singapore. The main challenge in implementing the charging is public resistance. In Croatia, the charging has not yet been implemented, although in 2011 was published Congestion charging study for the City of Zagreb.
